Guidelines for submission of consignments

Dear customers!

PONY EXPRESS cares about safety of its customers and their shipments. In view of this, and with regard to the growing number of improperly declared hazardous cargoes that has been discovered recently, we would like to bring to your notice that any consignments to be processed for shipment should at all times comply with the conditions listed below.

Guidelines for submission of mail/cargo consignments

The ‘Description’ box in the PONY EXPRESS consignment note should contain exact information about the consignment contents, such as the type of shipped documents (e.g. contracts, statements, etc.) for documents, or type and description of contents (e.g. office equipment or components; domestic appliances; office equipment spare parts; automobile spare parts, etc.) for non-documents.

In order to facilitate cargo processing at air terminals, a universal list of required documents has been approved for all carriers in the territory of the Russian Federation. Please read carefully the list of such documents, any of which may be attached as an accompanying document:

  • a copy of freight customs declaration – if submitted, no other documents would be necessary;
  • invoice;
  • consignment note.

If any of the above documents is not available, a list of contents for the dispatched cargo should be provided on a consignor’s letterhead certified by the original company seal and the authorized person’s original signature. This list of contents is sufficient only for non-hazardous cargoes.

Any hazardous cargoes allowed for shipping by passenger or cargo aircraft in accordance with the ICAO TI may be admitted for transportation on the condition the following accompanying documents have been presented:

  • safety certificate – if submitted, no other documents would be necessary;
  • a copy of technical certificate;
  • certificate of compliance.

The following documents are required to send drugs, cosmetics and non-perishable food:

  • certificate;
  • safety certificate;
  • permission of the Sanitary and Epidemiological Station.

Please also be reminded of any liability that consignors may incur should they fail to comply with the above requirements.

Consignors’ liability

In accordance with the Civil Code of the Russian Federation, as amended. In view of the fact that all cargoes submitted to air carriers are processed as consolidated ones (under a single set of documents), any failure to comply with the above regulations or guidelines in respect of any package comprising the consolidated cargo would involve the cancellation of air delivery for the whole of such cargo. As a result, PONY EXPRESS would be in breach of its obligations before all of its customers whose consignments have been thus delayed, which entails both negative consequences for our company’s goodwill and financial losses in the form of penalties for breach of contract. In accordance with Article 15 of the Civil Code of the Russian Federation, PONY EXPRESS reserves the right to claim such losses from any consignor whose cargo caused any delays in the dispatch of consolidated cargoes or any direct losses to the air carrier.

We rely on your understanding and would like to point out that attaching properly executed documentation for submitted cargoes will help to avoid any technical or legal problems during dispatch, which otherwise may entail extended delivery times for accepted consignments or additional expenses incurred.
